This is really important. If questions are not clearly marked, it is
easy to miss them.

It is even worth putting any questions first. The background and any
other info can be put later as it far harder to answer questions if you
have to read the background without knowing the relevance of it.

At work when writing a paper that needs a response it is traditional to
put at the top of the document two clearly marked sections:

Issue:

Timing:

It makes it a lot easier for busy people to understand what is wanted
and by when.

Something similar is a good idea if info is wanted quickly.
