New lists of that type are, by definition, a fragmentation of the original
group/list.  You are proposing a topic split of the original
list.  Sometimes these splits are necessary, sometimes not -- but they
should always be proceeded by a discussion and consensus from the original
group, as the change of topicality and traffic will effect the original group.

Because people don't like them or find them too complicated or simply
because no one else uses them.  If others like the system, we should make
an effort to use it, or adjust it to our current needs.  An effective
filter system might well solve the problems with the GML that way.
