Good research, Tamar.   If I understand, I can freely bring gerbils into
Canada.

But maybe I can't freely bring them home to US again.  I think a problem
is that the US has requirements for health certificates when gerbils come
into US.  On top of the federal requirements,  some states have
requirements to cross into them.

California says flat NO under any circumstances, vet certificate or not.
Agricultural states worry more about loose gerbils.  Not so much about
diseased gerbils.

Canada's regulations might make more sense.  When we used to take
companion dogs into Canada, we had to get vet exams and certificates for
them.  That was true at least about 5 years ago.  I thought that was for
the crossing into Canada, but it might have been for the return.  Maybe it
was for both.  Dogs aren't gerbils so it doesn't matter here.  BTW  --
the dogs were welcomed often into California with no inspection.  Dogs
don't eat produce in the field.
