I've found the maximum for a 10 gallon is three gerbils.  I've had good
experience keeping three in a ten gallon, but do increase the floor
space using wire stairs and wire hanging platforms.  I've had up to five
in a 20 gallon, and that worked out well.

PS -- I've resisted the petstore rescues so far, but it is hard.  There
was one petco were a pretty little pied agouti was trapped in a wheel,
if he got off or even stopped running for too long the nutmeg in the
cage would attack him.  So there he was basically running the wheel for
dear life.  All of the cages had these wire wheels and two gerbils had
the tails have broken off.  You'd think these places would get some
basic education of the animals in their care...
