I think this depends on how soon after the birth you find the pup. The
longer after birth, the more likely that she will consume the pup in order
to keep the nest clean.

The pup was probably a stillborn or an unhealthy pup that she felt wasn't
strong enough to live.
I don't believe they would just resort to cannabalism.
