I had the same thing happen with a pair of female gerbils as well, and
the gerbil being mounted did not appreciate the attention either. We
tried adding extra diversions to the cage, a metal wheel with a strip of
denim threaded through the bars (which they loved chewing up), more
tubes and cardboard, after which the behaviour occured less frequently,
but still did occur. I wondered whether or not this was some sort of
dominance display or whether the one gerbil was just venting its sexual
frustration. It is not unknown to have pairs of same-sex animals try
to mate and raise a family in the animal kingdom - especially in
captivity.
Definately try some extra diversions, I don't know what else to try
other than waiting it out, as it occured less frequently as they aged
and then ceased altogether.
