In my experienced, a male-female pup raised together
will breed at about 3 months.
An older or experienced male or female will breed with
a pup much younger (yes, I did have a whoops litter
with mom and a just turned 9 week old).
And if I put together sexually mature male and female
they have always breed within 1-4 days (basically the
first heat).

PS -- but I have known people who's gerbils delayed or
never breed, too. I was told before starting with
gerbils that they can be hard to breed, but that's not
been my personal experience at all.
