I've found it has to do with how you hold them. Try
creating a cave with two hands up against your body
with a small hole in the top to pop their head out or
escape if they don't like it. This is one way I hold
my gerbils when I'm walking around the house with
them. Some gerbils love it and will groom, purr, even
fall asleep. Others are way too hyper for such
things.
