We've been trying for years.  A friend of mine in the hamster
circles is trying for legislation, and been trying for years.

The package says "Safe" and it isn't.    If it has fibers, don't use it.

Unscented undyed toilet tissue is safe.  And cheap.  I have never
heard of or seen what you're talking about....go buy a package
of the toilet tissue on sale, it'll last for awhile, and when you get
to the roll, the gerbils like those to chew up too.

If it  has fibers, it's not safe.  Anything that looks like cotton waste,
poly fill, or threads isn't safe.

No.  If it has fibers it isn't safe.  Those compressed bedding
blocks are no good also.  Anything that is cotton waste, polyfill,
shredded cloth, or has any fibers or threads you can see, is
no good.

The unscented undyed toilet tissue, the paper fibers are chopped
very fine and pressed into the product, so if it's put in water, it
dissolves and  has nothing to wrap around or otherwise cause
blockage.
