Not only could it be genetic, it would be very difficult for her to rear a litter of active pups.
I wouldn't breed her.  Perhaps your friend has another gerbil with similar genetic structure that stands a better chance of having and rearing a healthy litter?

There is one problem... she is blind in one eye and the other eye is not completely opened.   Is her blindness genetic?  Would it be hereditary?  Would a blind gerbil take a mate?  Would a male gerbil breed with her?  Would she pass the blindness on to her offspring?
