Sounds like he just has greasier fur than the rest.  I've noticed some of mine are 
that way.  Tristan always gets ratty-looking earlier than anybody else, and so did 
Elita.  Well some humans have greasier hair than others (just look at the variety of 
shampoos for "normal", "oily", and "dry" hair!) so why not the same variation in 
animals?  :)
