People that live in the downtown area may be able to get a police escort to
enter their apartments to get their pets. Bring your own water and
flashlight, as there is no running water or power in the hit area; pets
probably have an immediate need for water by now. You must show ID and proof
of residence. I have heard of people being successful and getting through,
and some that were turned away. I guess it's a matter of finding the right
officer at the right time to assist you.
