Hi Jane, Very young pups that are separted from mom and dad without an adult in the tank do tend to hide in a box and not venture out much for a while, I've noticed.
I would handle them a lot. I would spend time with the boxes removed and your arm resting in the tank holding food for them. They will regain their confidence by about 8 weeks, I'd guess.
