Is that true for the IPC standards?  It has been a while since I looked 
into this, but I seem to recall being able to download anything I wanted 
from their site.  Perhaps they make a lot available but some items they 
charge for.  My recollection is that they had a superset spec which 
included standard Gerber type info along with mechanical and electrical 
information using an XML type format.   It  may have included other info 
as well but I'm not sure.  I also recall that although they included 
lots of fields it would have been very easy to have missed some vital 
details and could take a fair amount of work to turn into a document you 
could actually design a CAD interface for.

I mentioned using this standard once in one of the geda support groups 
and the replies were that no one likes XML because it is so wordy and 
hard to read.  People talked about the design files bringing a system to 
its knees... lol! But it wasn't like anyone had the same idea of what 
they did like.  Ten different responders had ten different ideas all the 
way from binary to... well, XML.
