I haven't tried to build under win32 for quite some time but I'm 
guessing that it should still mostly work.  Any versions mentioned in 
that readme file are probably out of date and it would not surprise me 
if there has been some reorganization of the packages you will need to 
have installed first (largely due to changes in what the dependencies 
need).  I am swamped and don't really have time to try and set up a 
build environment.  If you felt like trying to update things, 
win32/extract_gtk_win32 is the place to spend some time.
