The current arrangement is *way* easier for the infrastructure peeps. And since they're the guys who have to do all the maintenance for us, I prefer to give them a lot of leeway :-) Note: CVS is *awful* when it comes to virtual hosting. Generally, you have to use different repository paths (e.g. /home/cvs becomes /home/cvs/TLP or something) for each TLP. And then you gotta go and reconfig viewcvs, and then you have multiple 'avail' files, and then... keeping all those CVSROOT directories in sync would be a bear.
