ASCI: rtp_stream_commit(): Also update MGW on conn mode change
So far rtp_stream_commit() triggers an MGCP MDCX message only when
codecs or the RTP address changed.
Do the same for mode changes. ('sendrecv', 'recvonly', 'sendonly',...)
