MSC_Tests: remove unused control interface
MSC_Tests initalizes a control interface (IPA_CTRL) port but none of the
test executes control commands, lets remove it as it is not needed.
(The background of this patch is the need of the control interface
directly inside the BSC_ConnectionHandler, however apparently it is not
possible to have two control interfaces active at the same time.)
