cards: sysmo-usim-sjs1: add programming of EF.PLMNsel, EF.PLMNwAcT and 
EF.OPLMNwAcT

The files EF.PLMNsel, EF.PLMNwAcT and EF.OPLMNwAcT are currently not
programmed for sysmo-usim-sjs1, lets add them.
