Yes, I am in Singapore, nevertheless I can get the index feeds on my PC
(even without proxy) , but not via get_iplayer.
So I assume the problem is not related to the location ...

Yes, you need to be in the UK. (Yyour mail headers make it look like
you're in Singapore.) The BBC doesn't provide access to iPlayer from
outside the UK.
