On Windows 7/8 it's at C:\ProgramData\get_iplayer
If your preferences were being saved in
C:\ProgramData\get_iplayer\options and you didn't edit that file
yourself, then something strange is going on. Any settings saved with
--prefs-add should go into C:\Users\<you>\.get_iplayer\options
