The user agent is probably just for tracking. get_iplayer reads a couple of files at known locations to find the latest version and the corresponding files.
figure out if the web server is saying the text format is ISO-8859-15, or if it is when perl writes the file (something I would probably struggle to figure out).
Lest there be any doubt, get_iplayer (and me) are at fault. infradead.org serves the file correctly.
