Another option is to use SmartDNS (eg Getflix) to make it appear that
you are in the UK. NO VPN needed. Works for ITV as well.

FWIW, I VPNed to New Zealand (I'm in the UK) and tried the World
Service in a browser - worked fine.
https://www.bbc.co.uk/sounds/play/live:bbc_world_service (etc.)
I believe all/nearly all radio stations podcasts should work either in
the Sounds app or web site regardless of country, just at a slightly
lower audio bit rate, you'll be served the "nonuk" streams.
Also, sorry for forgetting this before replying initially, James
Cridland's site "livenow.news" is a multi-service player which uses
commercial streams provided by other organisations. He appears to have
found a stream URL for a US variant of BBC World News, also working fine
on my VPN, so I guess that stream is not yet geofenced.
Open https://livenow.news in a browser and click on the BBC News logo,
it should start playing. You'll need to toggle subtitles off as that
stream includes them, look for the three-dot menu button in the
bottom-right corner of the video player and disable the Captions menu.
Currently working fine while VPNed to NZ.
