I only own the package for releases purposes. I have not worked on or used this package at all. I would look at the logs on the https://getpaid.googlecode.com/svn/getpaid.flatrateshipping/ package (it gives me a 502 right now) to see who worked on it and ask this person how it was supposed to work.
