Yes it is, you can use shell.

  dim sh As new Shell
  sh.Execute "dir /S/O:E/Q C:\ > C:\dirtest.txt"

But judging by your description it doesn't really sound like you need a
program at all.

Have you considered creating a .bat or .cmd batch file?
