".hqx" is an old 7-bit format to protect it from systems which could not handle 8-bit data. While it was primarily used on the Macintosh, the data that it was protecting could be any file or format but is most likely ".sit".
StuffIt (www.stuffit.com) has a Windows version, and a free expander utility which should extract these files for you; but will strip off any Macintosh Resources.
From what I understand, the unpacked files may be in a binary format that only a Mac can handle rather than like the current RB or XML files that Windows can follow. In fact, Matt himself says this: "Bear in mind that you will need REALbasic 3.2 (beta or final) to open these projects." (The earliest version I have of RB is 5.5.r.)
I think that the REALbasic file format would still be able to be opened by your Windows version once you extract it. But I would not expect all of the projects to compile if they depend on Macintosh Resources, and for changes in the REALbasic language since the book came out.
