Yes, it is (or used to be) a standard way of packing up files on the Mac so as to preserve resource forks and file metadata. Your best bet is probably to get StuffIt Expander for Windows, which I bet can unpack HQX even on Windows.

Hmm, that's actually a good question -- if it's the old REALbasic 2.1.2 file format, then no, that won't work on Windows. If the files were created with REALbasic 3.0 or later, then they should work fine.
In fact, Matt himself says this: "Bear in mind that you will need REALbasic 3.2 (beta or final) to open these projects." (The earliest version I have of RB is 5.5.r.)

Is it true that REALbasic 3.2 can save RB programs as XML files? If so, can those XML files be read by RB 5.5.4?
Well, yes (or at least, I think it can), but what's the point? The binary file format is just as compatible.
