No, it just means that you are now in control of all interaction with the slider because Rb has been told (by Return True) that you want to handle the interaction.

It seems to disable the ability to change anything in the slider. In other words, ValueChanged is apparently over-ridden by adding a "Return(True)" to the MouseDown event. I can't even DRAG the slider using the mouse with that statement in the MouseDown event.
