Why must you have no title bar?  Most pallet windows I've seen have a title
bar.  Using floating windows for this should suffice.

However, if it's an important aesthetic thing, check the Windows
Functionality Suite.

I have stripped the Windows Functionality Suite down to two components:
TitleBar and Borderless.

TitleBar removes/shows the title bar, Borderless removes/shows the border.
If there is a background color (or presumably an image), you get different
results using both together.

I've never really been able to get a truly borderless window on Windows.
Even when the true border is gone, a 3-D bevel is left behind.

You can probably get rid of the bevel using declares, but I haven't come
across any examples.

If you can get rid of the bevel, I would appreciate it if you would share
your solution.  This would open the doors for much nicer looking customized
windows.
