If you downloaded it from RB's website, there should be instructions. I'm not familiar with the install on Tiger, the instructions say:
(From Quesa Read Me.html) Installation The Quesa shared library can either be in the same folder as an application that uses it, or can be in certain special folders such as the /Library/CFMSupport folder on Mac OS X or the Extensions folder on Mac OS 9. The Quesa framework is set up to be used as a private framework, installed in the Frameworks folder inside an application bundle. (From About.txt) To use with a PEF (Mac OS X and Mac OS 9 build) place Quesa in /Library/CFM Support/ To use with Mach-O builds place Quesa.framework in /Library/Frameworks/ To distribute builts apps, the appropiate Quesa can be placed inside the appropriate place of a built Application package.
