Thanks for this information. The sample 3Ds kept giving the quesa URL
so that's where I got the quesa files. I have since found that quesa,
and instructions, are in the Extras folder for RB.
The files in the RB Quesa folder are quite different from the ones on
the quesa site which has instructions for using CodeWarrior to
compile Quesa on a Mac. I went to the CodeWarrior site and it states
it no longer makes or supports this software for Macs.
If you downloaded it from RB's website, there should be instructions. I'm
not familiar with the install on Tiger, the instructions say:

Installation
The Quesa shared library can either be in the same folder as an application
that uses it, or can be in certain special folders such as the
/Library/CFMSupport folder on Mac OS X or the Extensions folder on Mac OS 9.
The Quesa framework is set up to be used as a private framework, installed
in the Frameworks folder inside an application bundle.

To use with a PEF (Mac OS X and Mac OS 9 build) place Quesa in /Library/CFM
Support/
To use with Mach-O builds place Quesa.framework in /Library/Frameworks/
To distribute builts apps, the appropiate Quesa can be placed inside the
appropriate place of a built Application package. (Frameworks folder for a
Mach-O build)
