If the intention is to be able to install in a non-system directory then
libgii should be configured with "--prefix=/home/thayne
--sysconfdir=/home/thayne/etc", built and installed.  Then libggi should
be configured with "--with-gii=/home/thayne".  This is the appropriate
behavior for someone that isn't root or doesn't want to put the files in
system directories.  The --with-uninst-gii=DIR option is obviously for a
gii that has been built but not installed.

The only thing I can see useful for --with-uninst-gii=DIR is to test
building a libggi against a libgii that you don't want to install.  The
use of this option should be highly discouraged for the mainstream user
because they could easily shot themselves in the foot if they don't
understand the difference between --with-gii and --with-uninst-gii.
