It may appear that way but this is merely an unfortunate side-effect of
our content delivery network. Try adding some extra `/` characters to
the URL, e.g.,

    https://downloads.haskell.org/~ghc/7.10.3-rc1//

This is usually enough to fool the CDN info refreshing.
