OK, I have a candidate up : tagged ghdl_0.31dev

Further development will take place on "tip" leaving that one unchanged.
Unless anyone uncovers show-stopping bugs which must be back-ported to
it, that's a fixed target to aim for.

(I'm still working through http://hginit.com/index.html on the best way
to structure multiple branches)

So - looking for feedback on building it.

At some point we'll have to decide if that becomes 0.31 release
candidate or some newer one, but maybe not today.
