I hit the same problem on a recently installed Ubuntu machine.
It turned out I was missing the package libbz2-dev (thanks to Mitch
for pointing it out).
Configure had printed:
Compressor: no
but I didn't look carefully and didn't notice it, so I ended up with
a build that couldn't open .xcf.gz. Adding libbz2-dev and
reconfiguring fixed the problem.
