The toolbox can already be customized, you can see for yourself if you try one of the version 2.2 prereleases. Go to File, Dialogs, Tools, and if you have an up to date version there will be an 'eye' icon next to each tool allowing you to show/hide whatever tools you want. Sven's point still stands though, adding more tools to the default toolbox is not a great idea.
