If you're in Australia, put a grant proposal to Linux Australia (www.linux.org.au). They'd probably be quite pleased to support GIMP development in this manner. The computer recycling places (like Computer Angels in WA and ComputerBank in Victoria) would also look favourably upon donating a machine to this cause.
