I don't think that is necessary. The procedure name is just a unique identifier. It doesn't have to follow a naming scheme. And we are only creating lots of work and potential trouble if we start to rename our procedures now. For GIMP 3.0, where we don't have to care about strict backward compatibility, it might make sense to introduce a stricter naming scheme for procedures (if we still have that concept then).
