That's actually supposed to be supported already. You should be able to use a guide with the alignment tool exactly as though it is an infinitely long layer of zero width. I don't have a working gimp at the moment though, so I can't check. My memory is that it used to work.
My recollection is that layer border are already magnetic, too. -- Bill
