this thread reminded me of how when translating the pt_BR version, back in 2014, I was able to produce an .ODF version of the manual by hammering some of the requisites in place.
The docbook->ODT path uses some ancient and arcane scripts I had to hunt around the web like it was the 90's. Maybe, while you are around you could also try to get that working and fix (or document) it?
