Meanwhile, there's a cross platform Firefox extension, Easy Screen
Shot, that does the job nicely:  It "just works," saving a 96 dpi
png file of the currently displayed page, at full length & width
independent of the current browser viewport.

Including an (x)html rendering engine in the GIMP seems like
overkill to me, but as long as there already is one it would be nice
if someone fixed it.
