I have also found that putting my cursor on something solid in the layer I
want to move--the middle of a filled letter of text, an object--will also
move only the target layer.
But I like that "shift+click" trick, too.

When I accidentally move a layer, I do a Ctrl+Z and then make sure the
select tool is on "Move selected layer"
