Since this is layout work, it's easily done with Scribus.

For example, you could create and finetune the background image with Gimp,
use it as a background image in Scribus,
and create the text frame with the shape you wish to use in Scribus
and import your text therein.
You can then adjust size or whatever
and layout adapts to the text frame shape.

Or more easily in your case :
have a plain rectangle text frame in scribus document
add the bottom left image and define its contour shape to be sglightly bigger,
and the text would flow around
