I can not remember the last time I got the Gimp APNG plugin working, probably Gimp 2.6 and PClinuxOS, all depends on the libpng package. There is a java application that works. The concept is still not dead https://gitlab.gnome.org/GNOME/gimp/issues/1278 In practice not much (none) support in websites and browsers for that format. A better bet will be WebP animation which Gimp 2.10 can write.
