This is a problem arising due to newer versions of meson failing on what earlier versions of meson considered OK. It is in babl master by this commit https://gitlab.gnome.org/GNOME/babl/-/commit/b05b2826365a7dbc6ca1bf0977b848055cd0cbb6 if you are building GIMP yourself it is likely best to build all of babl, GEGL and GIMP from the respective git tips.
