I added another JIRA https://issues.apache.org/jira/browse/GIRAPH-102 to deal
with getting better exceptions. To be honest, we need to go through all our
exceptions and fix them I think, a TODO isn't going to cut it. I'll file a
review to change the location of SuperstepHashPartitioner.
