I am sorry if my reply was not clearly expressed. It is not necessary to 
compile anything for it to be installed. Your runtime environment doest not 
require to also be the development environment.

Imagine the following:

dev_env
    repo1
        images/*
        scripts/*
        libraries/*
    repo2
        images/*
   ...

so repos are independent. Then you would have a simple install script 
(bash/unix to be adapted or windows batch):

for d in dev_env/*; do
    mkdir AppDir/Images/$d
    cp $d/images/* AppDir/Images/$d/
    mkdir AppDir/Scripts/$d
    cp $d/scripts/* AppDir/Scripts/$d/
    etc...
