You need to look for the pull request 318 
https://github.com/msysgit/git/pull/318 if you want to use VS. 

You don't say what you mean by "required to" (compelled?).

There is also some work on a new Mys2 sdk that is well advanced 
https://github.com/git-for-windows/git/pulls 9 see the various discussions on 
the recent issues), as well as some work on the older Msys(1) with both 
building from source using gcc compiler.
