Fixes #2752
A message sent with JMSXGroupID = "" was treated as a member of a real
group named "". Because of this:
- The broker pinned every such message to the first consumer that received
one, so load balancing stopped.
- The web console listed JMSXGroupID (empty) and JMSXGroupSeq (0) under
Properties.
This PR makes an empty or whitespace-only group ID mean "no group."
### Changes
- Message.setGroupID(): store null when the value is null, empty, or
whitespace-only.
