### What changes were proposed in this pull request?
* Add function to query whether the specified table has any delete operation
since the specified snapshot
* Update the materialization info of materialized views having iceberg
source tables based on this function
* Temporarily augment materialization query plans with snapshot Id filtering
* Push down the snapshotId filter to the corresponding TS operator after
rewriting the materialized view rebuild plan to a union based plan.
### Why are the changes needed?
To support incremental rebuild if MV having Iceberg source tables.
### Does this PR introduce _any_ user-facing change?
No but explain MV rebuild plans should indicate when a TS has snapshotId
filtering.
### How was this patch tested?
